Rules and regulations

These regulations concern all tenants of TKY student apartments and they are to be observed for the time being. For information about living at a HOAS apartment, read this and consult HOAS homepage.

Rules and regulations for the apartments owned by the Student Union of Helsinki University of Technology (TKY)

1§ Scope of Regulations
The following rules and regulations must be observed in buildings owned by the Student Union of Helsinki University of Technology (TKY) and in their vicinity in addition to what has been stipulated in lease, other rules and regulations of TKY, Public Order Act and other Finnish laws and decrees.
In these regulations the Village Senate refers to the Village Senate that is a subordinate of the TKY executive committee and the Housing Committee refers to the housing committee that is a subordinate of the Village Senate.

2§ Breaking the Rules and Regulations
If the rules and regulations are not observed, responsible tenants may be obligated to pay an indemnity or their lease may be terminated. If a tenant has received two written warnings from the Housing Committee, their lease can be terminated.

3§ General Regulations
Every person living in or visiting in the student village must behave in a manner that does not unduly disturb other residents. Those using the premises are responsible for that also their guests observe the regulations.

4§ Silence
On weekdays between 11 PM and 7 AM and on weekends and on holidays between midnight and 9 AM singing, playing, loud use of television, radio, stereo equipment and such and other noise is forbidden. If the disturbance in question is temporary and it cannot be avoided, those tenants who may be affected by it should be warned in advance and they must give their approval.

5§ Upkeep of Premises
The premises should be used with consideration for future residents. The users are liable to pay for damages beyond natural wear. If the shared facilities in apartments are damaged, all the tenants in the apartment are liable to pay damages, unless someone is found out to be guilty of the damages. If you notice any defects on drain and water supply or building structure you must immediately report to the construction manager or the maintenance company.

If you damage furniture or break windows or in any other way damage the dormitories of TKY, you are liable to report the damages to the Housing Office. If you notice someone else doing damage as described above, report the damage and the responsible party to the Housing Office. If this person does not contact the Housing Office immediately and report the damage, the Housing Committee will give the person a warning.

6§ Hazardous Waste
Do not wash any waste down the drains that could block or damage them. Hazardous waste should be taken to appropriate places according to recycling guidelines.

7§ Storage of Dangerous Substances
When storing dangerous substances, laws and regulations concerning explosives must be observed.

8§ House Pets
In shared apartments it is forbidden to keep pets excluding those that can be kept in an aquarium. Outside the buildings the pets must be on leash, and they should not disturb other tenants. It is forbidden to walk pets in the areas reserved to children’s playground and in the immediate vicinity of them. Do not let your pet foul the buildings or the outdoor areas. The one walking a pet is liable to clean the mess at once.

9§Renovation of Apartments
An apartment cannot be renovated and no alterations to the structure can be made without permission from the construction manager.

10§ Cleaning
Tenants must not hinder the normal cleaning activity in the dormitories. For an extra cleaning caused by a tenant TKY is entitled to claim the expenses from the tenant.

11§ Maintenance in Apartments
If the apartment requires maintenance, the persons authorized by the administration of TKY dormitories have the right to enter a tenant’s apartment. The person exercising this right should agree on this beforehand, if possible.

12§ Locking Doors
Doors should be locked at all times and whenever you open them, make sure that they will be locked again.

13§ Dusting and Airing
Dusting rugs and bedding is allowed only in places reserved for this purpose. Dusting is not allowed during times when silence should be observed. On balconies belonging to apartments only airing of linen and brushing clothes is allowed inside of railings. Apartments may not be aired to the stairs.

14§ Storage Rooms in Basement
There are some storage rooms allocated to tenants. Use of these rooms is decided individually in an each house. A tenant must mark a storage room he/she is using with a tag approved by TKY. The tag should contain tenant’s name, address and current year and it should be updated by the end of January every year. TKY has the right to remove objects that have been left on corridors of the storage rooms and empty storage rooms that have not been marked.

It is forbidden to store flammable liquids in the basement. Due to fire safety basement corridors must be kept empty.

15§ Parking
Parking vehicles is allowed in marked spaces only. Long-term parking in the student village area is forbidden. Bicycles and such must be stored at places reserved to them. A tenant of student village may rent a numbered parking lot from Housing Office for himself. Unauthorized parking in a numbered place is forbidden.


16§ Common Facilities
Common facilities in buildings should be kept tidy. Household waste should be taken to the containers reserved to them according to recycling guidelines.
Storage of sports equipment, toys, children’s pushchairs and other similar items is forbidden in stairways and other common facilities, unless storage is explicitly allowed.


17§ Common Sense

Spontaneous use of common sense is very much allowed in all situations.

18§ Changes to Rules and Regulations
Changes to these rules and regulations can be made by the Village Senate.
